The real question is who is going to pay to fix the problem? And will there be any sort of warranty on the repairs?

What are some effective drainage solutions to run along the perimter of a house? And why so not more homes have permiter drain systems to collect and dispense water? While this would be an up front cost, would it not be better in the long term?

This was a standard sale (not a foreclosure or short sale) so any repairs will have to be negotiated between buyer and seller.  Any warranty would have to come from the contractor doing the work. 

Your standard lots here in San Diego are so close, drainage issues come up on quite a few inspections.  I still think the developers/builders should be required to install rain gutters on every home.  It would go a long way toward helping the problem.
